Quebec Certified Historical Birth Records
To support an application for Proof of Canadian Citizenship (Citizenship by Descent), applicants may need documentary evidence establishing their direct line of descent from a Canadian ancestor.
Depending on the circumstances, this may include an official Canadian birth certificate, a certified historical birth record, a Canadian Citizenship Certificate, or other documentary evidence accepted by Immigration, Refugees and Citizenship Canada (IRCC).
When an original birth record cannot be located, other historical records and documented archival search results may also provide important supporting evidence of the ancestor's Canadian birth and the applicant's family lineage.
Why Certified Historical Birth Records Matter
Following amendments to the Citizenship Act introduced by Bill C-3, which came into force on December 15, 2025, some individuals born outside Canada who were previously affected by the first-generation limit on citizenship by descent may now be recognized as Canadian citizens and can apply for a Canadian Citizenship Certificate as proof of their citizenship.
For applicants relying on citizenship through a Canadian parent, grandparent, great-grandparent, or earlier ancestor, an important part of the application may be establishing a clear documentary chain connecting each generation to the Canadian ancestor.
Depending on your circumstances, supporting evidence may include:
- an official Canadian birth certificate;
- a certified historical birth record issued by the appropriate provincial archive or government authority;
- a Canadian Citizenship Certificate; or
- other supporting documentary evidence accepted by Immigration, Refugees and Citizenship Canada (IRCC).

Historical Birth Records from Quebec
The authority responsible for a Quebec birth record depends on the record's date, type, and current location.
The Directeur de l'état civil du Québec maintains Quebec civil-status records and issues certificates and copies of acts under applicable requirements.
Many older Quebec birth and religious records have been transferred to Bibliothèque et Archives nationales du Québec (BAnQ), where you can search historical records and, where available, obtain certified archival reproductions.
Important: IRCC does not accept Quebec birth or marriage certificates issued before January 1, 1994 in support of an application for a Citizenship Certificate. If you have a Quebec birth or marriage certificate issued before that date, you may need to obtain an acceptable replacement document from the appropriate Quebec authority.
You may request available records directly from the Directeur de l'état civil du Québec or Bibliothèque et Archives nationales du Québec (BAnQ). Alternatively, you may authorize our office to conduct the necessary genealogical and historical research, prepare the archival request, and help obtain the appropriate available records.

A substantial portion of the fee covers BAnQ or other applicable archive/search charges, as well as professional genealogical and historical research, document review, preparation, submission and follow-up services. We perform these services regardless of the outcome of the archival search.
Once research and archival processing have begun, our professional service fee and applicable archive/search fees are non-refundable, including when BAnQ or another Quebec authority reports that no corresponding birth record can be located.
When an original birth record cannot be located, the archive's written search results, together with census, religious or baptismal records, marriage and death records, school records, immigration records and other historical evidence identified through our research, may still provide important supporting documentation for establishing Canadian ancestry and explaining the absence of a primary birth record in a Proof of Canadian Citizenship application.
